El diputado local del PAN, Gerardo Pliego Santana propuso un Punto de Acuerdo que exhorte al Titular del Poder Ejecutivo tanto a justificar la autorización y dar a conocer el impacto ambiental de la obra que pretende construir dos retornos deprimidos sobre Paseo Tollocan en la Ciudad de Toluca, como a suspender definitivamente la construcción de la obra.

Durante la sesión de la Diputación Permanente del Quinto Periodo de Receso de la LIX Legislatura Local, el diputado Gerardo Pliego enfatizó que “en temas medioambientales, no se puede ceder, ni retroceder o renegociar; situación que les ha quedado clara a los habitantes del Valle de Toluca, que desde hace algunos días, han salido a abrazar los cedros y sauces llorones de la capital mexiquense; a las familias que acampan y que han salido a abrazar Tollocan; y a los especialistas y ciudadanos de a pie, que han manifestado su malestar ante una obra clasista e innecesaria”.

El legislador del Grupo Parlamentario del PAN, señaló que “la obra que se pretende construir es clasista porque a todas luces favorece a unos pocos y obedece a la economía de mercado al tratar beneficiar a un grupo y a una plaza comercial, por encima del interés común y el derecho a un medio ambiente sano y es innecesaria porque el centro comercial en cuestión, tiene diversas entradas por las avenidas 1º. de mayo, Paseo Tollocan y Roberto Fultón; así como un retorno sobre el propio Paseo Tollocan o Avenida Baja Velocidad e Ignacio Comonfort”.

Gerardo Pliego manifestó que la obra no es sustentable ni sostenible porque con la construcción de los dos retornos, se talarán 230 árboles y sentenció que en Toluca, no se permitirá un ecocidio.

“En materia de protección ambiental y combate frontal al cambio climático, no hay ideologías ni colores. La defensa por los árboles de Paseo Tollocan, ha sido ciudadana, ya sea con familias mexiquenses, líderes de opinión, organizaciones de la sociedad civil, especialistas y deportistas”, agregó.

El legislador panista, también Presidente de la Comisión Legislativa de Protección Ambiental y Cambio Climático, enfatizó que toda obra pública debe ser amigable con el medio ambiente y todos los esfuerzos de los gobiernos estatal y municipales, así como de la Legislatura Local deben ser a favor de la procuración y protección ambiental.

Gerardo Pliego mencionó que Paseo Tollocan está más vivo que nunca y señaló que es parte de la imagen y del paisaje urbano de la capital mexiquense, motivo por el cual, no permitirán la tala de ningún árbol.

Durante su intervención, el diputado del PAN adelantó que a fin de abrazar Tollocan, promoverá un juicio de amparo indirecto en contra de un acto arbitrario de autoridad que viola el derecho de los toluqueños y de los habitantes del Valle de Toluca a un medio ambiente sano, así como su derecho a la movilidad.

Pliego Santana detalló que “el juicio de amparo indirecto será promovido en contra de los titulares de las Secretarías de Infraestructura, de Medio Ambiente y de Finanzas del gobierno estatal, así como en contra del Titular del Ejecutivo Estatal”.

A este Punto de Acuerdo, se sumó el diputado local del PRD, Javier Salinas Narváez.
