Turna Mesa Directiva a comisión iniciativa ciudadana para eliminar IEPS a gasolina, diésel y gas doméstico

La Mesa Directiva turnó a la Comisión de Hacienda y Crédito Público, la iniciativa ciudadana que reforma diversas disposiciones de la Ley del Impuesto Especial Sobre Producción y Servicios, a fin de eliminar el cobro del IESP en gasolina, diésel y gas doméstico, con lo que se verá reducido de manera significativa su costo.

Previamente, la Secretaría Ejecutiva del Instituto Nacional Electoral remitió el informe de resultados de la validez de firmas que respaldan la solicitud de esa iniciativa, recibida por el Pleno cameral el pasado el 16 de octubre.

La iniciativa precisa que aumentar el precio de la gasolina tiene un impacto directo en la inflación, porque influye en todas las actividades económicas del país, y mantener vigente las tarifas actuales de este gravamen para los energéticos, representa un alto costo social en la búsqueda de allegar al Estado de mayores recursos.

Los incrementos anuales con base en el comportamiento de la inflación, afectan la economía de toda la población, iniciando por quienes dependen del uso de combustibles en su actividad diaria, pero además, a los que menos tienen, por su alcance sistemático en el alza de precios de los productos debido al incremento del costo de los energéticos. De ahí que se considera una medida necesaria, eliminar las tarifas establecidas en la Ley del IEPS.

Se reconoce que eliminar las tarifas establecidas en la Ley del IEPS, afectará las finanzas públicas de las entidades federativas debido a la disminución de las participaciones federales; sin embargo, “no es posible sostener un gobierno federal y estatales ricos, gobernando a un pueblo pobre”.

La propuesta de Héctor Melesio Cuén Ojeda y Víctor Antonio Corrales Burgueño reforma los artículos 2, fracción I, incisos D), numerales 1 y 2, y H), numerales 1 y 2; y artículos 2o-A., fracciones I, II y III; y deroga el párrafo tercero del inciso D) de la fracción I y el cuarto párrafo del inciso H) de la fracción I del artículo 2; y el párrafo tercero del artículo 2o-A.de la Ley del Impuesto Especial Sobre Producción y Servicios.

En la sesión, se recibió la iniciativa de la senadora Verónica Martínez García (PRI), que reforma y adiciona diversas disposiciones de la Ley del Impuesto Sobre la Renta, para que las organizaciones de la sociedad civil que tengan por objeto la protección y bienestar animal, sean incorporadas al catálogo de las que pueden recibir donativos deducibles de impuestos. Se canalizó a la Comisión de Hacienda y Crédito público.

A esa misma comisión fue enviada la iniciativa de la senadora Gina Andrea Cruz Blackledge (PAN), que reforma la Fracción I del artículo 93 de la Ley del Impuesto Sobre la Renta, a fin de eliminar el gravamen sobre las horas extras laboradas, con el objetivo de apoyar a los trabajadores del país, a sus familias y a la economía nacional.

La Secretaría de Gobernación (Segob) remitió el Informe Anual 2017 de la Comisión Intersecretarial para Prevenir, Sancionar y Erradicar los Delitos en Materia de Trata de Personas y para la Protección y Asistencia a las Víctimas de estos Delitos. Se mandó a las comisiones de Justicia y de Derechos Humanos.

A la Comisión de Economía, Comercio y Competitividad fue remitido el Informe Estadístico sobre el Comportamiento de la Inversión Extranjera Directa en México, durante el periodo enero-septiembre de 2018.

De igual modo, Segob respondió a cinco puntos de acuerdo aprobados por la Cámara de Diputados, relativos a los recursos pendientes del Fondo Metropolitano; damnificados por lluvias intensas en Sinaloa, Sonora y Michoacán; atención a municipios nayaritas por inundación pluvial y fluvial; sobre los procesos de evaluación educativa, y las denuncias presentadas contra Miguel Ángel Yunes Linares, en función de presuntos casos de lavado de dinero y enriquecimiento ilícito.

La Auditoría Superior de la Federación (ASF) dio contestación a dos puntos de acuerdo aprobados por la Cámara de Diputados, referentes a las acciones relacionadas con la construcción del proyecto del Nuevo Aeropuerto Internacional de México (NAIM), y sobre los posibles incumplimientos de obligaciones legales realizados por la administración 2012-2018 del gobierno morelense.

A su vez, la Secretaría de Gobierno de la Ciudad de México y la Fiscalía General de Justicia del Estado de México notificaron sobre las labores pendientes de reconstrucción y atención de damnificados por los sismos del 7 y 19 de septiembre de 2017.

La Secretaría de Educación de Campeche respondió a una proposición avalada por la Cámara de Diputados, para suspender los procesos de evaluación educativa.
